Description of chsrvacl program from Softdepia.com:
By default most NT services only allow the local Admins and Server Operators groups the ability to stop and start the service. NT Services are securable objects that have an associated security descriptor and access control list (ACL). chsrvacl can append a Local Group to the access control list for a service. This could allow technicians or help desk operators the ability to stop and start a service without giving access to other parts of the system. To use, log on to the local server with the service. Copy the program to the server. Open a command window and run chgsrvacl service localgroup. To view the ACL on a service use the tool SUBINACL.EXE from the NT 4.0 Server Resource kit.
